CDBG Program FY 2017 -2018 <br />April 18, 2017 <br />Page 3 <br />The CDBG allowable cap of 20 percent for administrative and fair housing services is estimated <br />to be $1,025,535 for FY 2017 -18. Administration is necessary for compliance, reporting, fiscal <br />management, and monitoring of all project implementation. Fair housing is necessary due to <br />CDBG requirements that the City further fair housing. <br />The remaining 65 percent of CDBG funding, estimated to be $3,332,989, is proposed for code <br />enforcement in low to moderate - income areas of the city to address health and safety violations, <br />economic development to provide small business grants, residential street improvements, bike <br />trail security lighting, neighborhood safety lighting, multi - family rehabilitation loans, single - family <br />rehabilitation loans, and homebuyer down payment assistance loans. <br />Additionally, the anticipated program income in the amount of $252,000, and the reallocation <br />available of $391,642, totaling $643,642 is proposed to supplement the residential street <br />improvements and bike trail security lighting. Given the nature of these funds, the $643,642 can <br />only be used for non - administrative and non - public service projects. Residential street <br />improvements and bike trail security lighting projects will each be allocated $321,821 in addition <br />to the GY 2017 allocation. This amount of $321,821 for each project will not be subject to the <br />proportionate reductions to programs based on the actual allocation from HUD since it is a fixed <br />amount. <br />The above referenced programs and projects have been determined to be of highest priority <br />need, eligible for CDBG funding, and are in alignment with the City's Five -Year Consolidated Plan <br />and Strategic Plan. <br />The City Council public hearing provides an opportunity for public input and the completion of the <br />process necessary to submit our locally approved program to HUD as part of the Annual Action <br />Plan. The plan must be submitted to HUD by May 15, 2017. Notice of the public hearing was <br />published in the OC Register in English on April 6, 2017, La Opinion in Spanish on April 8, 2017, <br />and the Nguoi Viet in Vietnamese on April 7, 2017. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's effort to meet: <br />Goal #1 - Community Safety, Objective #6 (Enhance Public Safety integration, <br />communications and community outreach), Strategy F (The Santa Ana Police Department <br />will collaborate with the Orange County Probation Department, Orange County Healthcare <br />Agency caseworkers, business community, and associated non - profit organizations to <br />assist in re -entry of recently released offenders into the community); <br />Goal #2 - Youth, Education, Recreation, Objective #2 (Expand youth programing), <br />Strategy A (Focus resources on quality youth engagement, enrichment and education <br />programs through community center, libraries and after - school programs during out -of- <br />school hours), and Strategy B (Expand the youth sports program so that youth <br />recreational opportunities are established year- round); <br />75C -3 <br />
