Garcia absent; Aguinaga abstained). <br /> <br />Legal Notice published in the Orange County Register in English on April 6, 2017; in the <br />Nguoi Viet newspaper in Vietnamese, on April 7, 2017; and in the La Opinion newspaper <br />in Spanish, on April 8, 2017. <br /> <br /> RECOMMENDED ACTIONS: <br /> <br />1.
