Agreement with Taser, Inc. for Body -worn Cameras <br />May 2, 2017 <br />Page 2 <br />procedural guidelines pertaining to the program, the exploratory committee met on a monthly basis, <br />reviewing existing BWC policies of other organizations, professional publication articles, and <br />researching documentation of lessons learned by other agencies, In addition, the committee <br />reviewed case law and pending legislation with the goal of providing a recommendation of BWC <br />policy that is up to date and in line with industry best practices. Committee members also attended <br />state and regional conferences, which included input from a variety of expert panels on the subject <br />including the American Civil Liberties Union and California Police Chief's Association, and utilized <br />resources including best practice recommendation provided by the International Association of <br />Chiefs of Police. The exploratory committee also solicited input from the Orange County District <br />Attorney's Office, with recognition of the importance of the collaboration needed for evidence review, <br />redaction, and introduction in court proceedings. <br />As part of the exploratory process, community meetings were held to give community members an <br />opportunity to express concerns, and provide information and education about the program within a <br />public forum. Throughout the summer of 2015, stakeholders in the local community were provided <br />multiple opportunities and venues to voice opinion and provide input for consideration, including at <br />least one community forum in each of the four policing districts in the City. In September 2015, a <br />large forum specifically planned to include all members of the Department was hosted to provide <br />officers and civilian staff an opportunity to ask questions and express concerns regarding the <br />implementation of a BWC program. <br />On March 29, 2016, the Police Department issued a Request for Proposals (RFP), and on April <br />26, 2016, the Department received proposals from six BWC vendors, including Discover It <br />Solutions, Taser, Utility Associates, Watch Guard, Vion and Unicorn Gov., Inc.
