Approve an appropriation adjustment recognizing approximately $431,250 in state and <br />federal Disaster Recovery Public Assistance funding, related to costs and damages <br />incurred during January 2017 rainstorms and flooding, in FEMA Disaster Assistance and <br />OES Disaster Assistance revenue accounts (nos. 12217002 -52001 and 12217002- <br />52025), and appropriating same to FEMA /OES Disaster Assistance expenditure accounts <br />(nos. 12217331 - various). <br />2. Adopt a resolution authorizing the City Manager and Director of Public Works to act on <br />behalf of the City of Santa Ana for the purpose of obtaining state and federal Disaster <br />Recovery Public Assistance funding, provided by the Federal Emergency Management <br />Agency (FEMA) and by the California Office of Emergency Services. <br />3. Authorize the City Manager and Director of Public Works to execute such Disaster <br />Recovery Public Assistance funding application documents as may be required by the <br />Federal Emergency Management Agency (FEMA) and by the California Office of <br />Emergency Services, subject to non - substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />Between January 18 and January 23, 2017, the City of Santa Ana, along with many other <br />communities throughout California, experienced a period of heavy rainfall and flooding when a <br />significant system of rainstorms passed over the state. In the course of these storms, the City <br />suffered several instances of damages. Heavy runoff broke apart portions of a concrete storm <br />drain channel which runs parallel to the east side of Lincoln Avenue, beginning at the intersection <br />of Santa Clara Avenue and extending approximately 700 feet to the north.
