REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 16, 2017 <br />TITLE: <br />APPROVAL OF AGREEMENT <br />WITH CYNTHIA KURTZ AS <br />INTERIM CITY MANAGER <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct and authorize the Mayor and Clerk of the Council to execute the attached agreement <br />appointing Cynthia Kurtz as the Interim City Manager for the City of Santa Ana, subject to <br />nonsubstantive changes approved by the City Manager and the City Attorney. <br />DISCUSSION <br />The City Charter Section 500 authorizes the City Council to appoint a City Manager. The City <br />Manager is the chief administrative officer of the City who, under the direction of the City Council, <br />is responsible for the proper administration of all affairs of the City. <br />Cynthia Kurtz has served in numerous management positions, including City Manager of the City <br />of Pasadena for ten years, the Interim City Manager of Covina, and the Ethics Advisor Consultant <br />to the City of Vernon with Former California State Attorney General John Van de Kamp. She <br />brings extensive public infrastructure experience as well as economic development experience to <br />Santa Ana as she is a former Public Works Director and served as the President and CEO of the <br />San Gabriel Valley Economic Partnership <br />Ms. Kurtz received her undergraduate degree in Community Development and Housing from <br />Pennsylvania State University. She also holds a Master of Arts in Transportation and Urban <br />Development form the University of Iowa. <br />The proposed Employment Agreement, a copy of which is attached as Exhibit A, is the <br />agreement staff is recommending the Council approve to appoint Ms. Kurtz as Interim City <br />Manager. The agreement will remain in place until such time as a permanent City Manager is <br />hired or the agreement is terminated at the direction of the City Council. The agreement allows <br />Ms. Kurtz as Interim City Manager to perform all the functions and duties of a City Manager as <br />specified in the City Charter. <br />The agreement provides for a monthly salary of $25,000 and the use of a City vehicle or a $500 a <br />month vehicle allowance. <br />25J -1 <br />
