FOR UNARMED SECURITY GUARD SERVICES <br />AT VARIOUS CITY FACILITIES <br />(STRATEGIC PLAN NO. 6, 1C), <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 111 Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with U.S. Security <br />Associates, Inc., to perform unarmed security guard services at various City locations, for the three -year <br />period beginning June 1, 2017, and expiring May 31, 2020, with compensation of $1,131,732 annually and <br />an additional $22,800 contingency, for a total agreement amount not to exceed $3,463,596, with <br />provisions for two 1 -year renewal options exercisable by the City Manager and City Attorney, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In efforts to provide a safe environment to the public and City staff, the City has contracted for security <br />guard services at the Santa Ana Regional Transportation Center, City Hall, Main Library, Newhope <br />Library, City Yard, Police Department, Centennial Park, and the Santa Ana Zoo at Prentice Park. The <br />current contract for security services at these locations was awarded to G4S Secure Solutions on May 2, <br />2011. That agreement is set to expire on May 31, 2017. <br />On March 4, 2017, City staff released a Request for Proposals (RFP) for unarmed security guard services <br />for the facilities referenced above (Exhibit 1). The addition of services at Birch Park increased the number <br />of City facilities under the contract to a total of nine. The RFP was advertised on March 4, 2017, on the <br />online bid management and publication system the City utilizes to advertise for bids, RFPs, and Requests <br />for Qualifications. A summary of the proposal invitations and proposals received is as follows: <br />15 Vendors attended mandatory pre - proposal meeting (0 Santa Ana vendors) <br />7 Proposals received <br />0 Proposals received from Santa Ana vendors <br />Proposals were received on April 4, 2017, and evaluated by an evaluation committee comprised of <br />representatives from the Police Department, Parks and Recreation, Finance and Management Services, <br />and Public Works Agencies. The evaluation committee conducted interviews with the four highest- scoring <br />proposers. The evaluation results are as follows, based on the total average score: <br />25K -1 <br />
