REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 16, 2017 <br />TITLE: <br />RESOLUTION DECLARING "FILL IT FROM <br />THE TAP" TO PROMOTE CONSUMPTION <br />OF CITY WATER <br />(STRATEGIC PLAN NOS. 5,2; 5,6F) <br />CI A <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution declaring "Fill It From The Tap," to promote consumption of affordable, <br />healthy, and environmentally - friendly City of Santa Ana water. <br />DISCUSSION <br />The City's Strategic Plan guides Council's decisions toward improving the health and wellbeing of <br />all City residents and patrons through Goal #5: Community Health, Livability, Engagement & <br />Sustainability. To that end, the City will participate in a health initiative designed to raise <br />awareness and encourage consumption of the City's award - winning municipal water. <br />Working with the Centers for Disease Control and Prevention (CDC), Orange County Partnership <br />to Improve Community Health (OC PICH), and Community Action Partnership of Orange County <br />(CAPOC), the Alliance for a Healthy Orange County (AHOC) is implementing Risk Factor Related <br />Population -Based Strategies for improving community health. One of these strategies is raising <br />awareness of healthy beverage options. <br />Water, if clean and available, is the healthiest beverage option. Unlike many alternatives, it <br />contains no empty calories, promotes good health and wellbeing, and does not contribute to <br />chronic health conditions that can significantly affect Santa Ana residents (i.e., obesity and <br />diabetes). <br />Orange County's Healthy Together Health Improvement Partnership has prepared Community <br />Health Assessments and brief summaries, called City Profiles, for all cities in Orange County, <br />which highlight many community characteristics and statistics for common indicators of health <br />and wellbeing. The Santa Ana City Profile (Exhibit 1) shows City residents have higher than <br />average rates of obesity and diabetes compared to the rest of Orange County. Reducing <br />individual consumption of sugary beverages by substituting water may help to reduce the <br />prevalence of these chronic health conditions within the community. <br />55C -1 <br />
