REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 6, 2017 <br />TITLE: <br />RESOLUTION AFFIRMING <br />CONSISTENCY WITH MEASURE M <br />PROGRAM GUIDELINES RELATED TO <br />THE CIRCULATION ELEMENT, LOCAL <br />SIGNAL SYNCHRONIZATION PLAN, <br />AND MITIGATION FEE PROGRAM <br />!STRATEGIC PLAN NO. 6. 1G) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution affirming consistency between the City's Circulation Element and the Orange <br />County Master Plan of Arterial Highways, concurring with the existing Transportation System <br />Improvement Area fee program, and adopting the City's 2017 Local Signal Synchronization Plan <br />to maintain eligibility for Measure M2 Program funding. <br />Local agencies are required each year to submit documentation to the Orange County <br />Transportation Authority (OCTA) in order to remain eligible for Measure M2 Comprehensive <br />Transportation Funding Programs (CTFP) funds via resolution (Exhibit 1). Additionally, every <br />odd -numbered calendar year, the City is required to adopt a resolution which affirms consistency <br />between the City's Circulation Element and the Orange County Master Plan of Arterial Highways <br />(MPAH), and reaffirm that the city has an existing mitigation fee program. Lastly, the city is <br />required to update and adopt the Local Signal Synchronization Plan (LSSP) every three years. <br />City staff has reviewed and updated the City's street classification system to ensure traffic <br />mobility and traffic safety are in alignment with City goals and have coordinated those changes <br />with OCTA. This resolution attests that the City's adopted General Plan Circulation Element is <br />consistent with the MPAH, does not preclude implementation of the MPAH within Santa Ana, and <br />that no unilateral reduction in through lanes has been made on MPAH arterials during Fiscal <br />Years 2015/2016 and 2016/2017. <br />5513-1 <br />
