Improving the 3.9 -mile Bristol <br />Street segment from Warner Avenue to Memory Lane has been a long-term priority project that is <br />being constructed in several phases. Improvements include widening the street from two to three <br />lanes in each direction, raised landscape medians, and bike lanes. Public Works Agency staff is <br />acquiring properties for the development of Phase 3A, bounded by Civic Center Drive and <br />Washington Avenue. Property acquisitions for this phase are expected to be completed by spring <br />2018, and construction is anticipated to begin in summer 2018. <br />To accommodate the improvements and widening for Phase 3A, acquisition of the parcel at 1027 <br />North Bristol Street is required (Exhibit 1). The Public Works Agency has made a diligent effort to <br />negotiate with the property owners and their representatives for the past 15 months. A good faith <br />offer was made on February 3, 2017, in the amount of $631,560 (Exhibit 2). The Public Works <br />Agency has made, and will continue to make, every effort to reach a settlement with the property <br />owner. However, to maintain the Bristol Street Improvements project schedule and meet the <br />funding requirement to commence construction in summer 2018, staff is requesting adoption of a <br />Resolution of Necessity (Exhibit 3) and initiation of condemnation proceedings while negotiations <br />continue. <br />75G-1 <br />
