EXHIBIT A <br />The City of Santa Ana is interested in evaluating the feasibility of a street light retro fit and replacement <br />program. Alliance Building Solutions agrees to review the feasibility study provided by Tanko Lighting <br />and consult with the City in regards to the costs and savings of the study and the viability of <br />implementing the project. ABS also agrees to make recommendations for alternative ideas on how to <br />implement and pay for the project. The implementation of the program is to be self-funded from energy <br />and operational savings. <br />The cost of this evaluation will be as follows: <br />-Staff Interviews and Meeting Reviews =10 Hours <br />-Evaluation of SCE Audit for Comparison to Tanko Audit = 5 Hours <br />-Evaluation of Tanko Audit = 5 Hours <br />-Meeting with Strategic Partners for Costing Analysis =12.5 Hours <br />-Present Findings to City Staff =1.5 Hours <br />-Contingency = 2.5 Hours (Billed real time only) <br />Consulting 36.5 hours @ 450.00 per hour = $16,425.00. This is a not to exceed fee and the City will be <br />invoiced for actual time not to exceed 36.5 hours. <br />City of Santa Ana will support Alliance Building Solutions in conducting a conceptual evaluation of such <br />a program. More specifically the city agrees to: <br />1. Provide Alliance Building Solutions with utility bill information, audits and reports. <br />2. Provide staff for a Financial Engineering review meeting with appropriate department managers. <br />Alliance Building Solutions has already agreed to: <br />1. Review and consult with City staff on the viability of the Tanko Street Light Audit and make <br />recommendations to the City on best practices and creative implementation strategies. <br />2. Conduct staff meetings to determine technical needs and financial requirements. <br />3. Present findings to the committee. <br />Deliverables to include: <br />1. Verify Tanko's feasibility study <br />2. Energy Savings Analysis <br />3. Cash flow analysis <br />4. Project cost analysis <br />
