That the proposed use will not, under the circumstances of the <br />particular case, be detrimental to the health, safety, or general <br />welfare of persons residing or working in the vicinity. <br />The proposed Holiday Inn Express Hotel will not be <br />detrimental to persons residing or working in the vicinity <br />because the Holiday Inn Express Hotel has been designed <br />to minimize potential impacts to the health, safety and <br />general welfare by complying with the current Building and <br />Fire codes as well as the Orange County Public Health <br />Agency regulations. Further, conditions of approval have <br />been incorporated to minimize potential adverse impacts <br />from occurring on the premises. <br />3. That the proposed use will not adversely affect the present <br />economic stability or future economic development of properties <br />surrounding the area. <br />The proposed Holiday Inn Express Hotel will not adversely <br />affect the economic stability of the area but will make a <br />positive contribution to the surrounding area. The project <br />will convert a vacant structure into a functional and viable <br />hotel that will complement and improve the economic <br />viability of the area. The proposed Holiday Inn Express <br />Hotel will include improvements to the property and <br />streetscape, including new landscaping and architectural <br />enhancements that will positively affect the economic <br />stability of the First Street corridor. The use of the site as <br />a Holiday Inn Express Hotel in conjunction with the <br />improvements that will be made to the site will improve the <br />economic viability of the area. <br />4. That the proposed use will comply with the regulations and <br />conditions specified in Chapter 41 for such use. <br />The proposed Holiday Inn Express Hotel will be in <br />compliance with all applicable regulations and provisions <br />of Chapter 41 of the Santa Ana Municipal Code and all <br />other provisions that are applicable to a hotel. Site <br />improvements are proposed to the vacant hotel and <br />restaurant buildings, parking lot, landscaping and signage <br />that will bring the site into compliance with the zoning <br />code.
