s Difference between "authorized" and "funded" positions <br />Long Term Financial Projections <br />r Current position is stable <br />Reserves may be needed to balance budgets <br />Economic slowdown coming <br />Increased costs coming <br />Long term financial projections needed to achieve and maintain Budget and <br />Fiscal Policy <br />Conclusions/Recommendations <br />w All reserves accurately reflected in the June 30, 2016 audit <br />w Changes to Budget and Fiscal Policy will add flexibility for City Council and <br />Staff <br />- Budgeting method "Attrition Savings" should be modified to clearly identify <br />funded personnel positions in the adopted budget <br />w Long term financial projections created frequently to keep up with potential <br />quick spikes in operating costs <br />The following spoke on the matter: <br />• Mike Lopez, representing SEIU members, pledged support to work with <br />elected officials on revenue generating ideas. <br />• Kim McPeck, noted that number of SEIU employees went from 800 to 400. <br />Councilmember Solorio, thanked SEIU representatives for comments, opined <br />that budget underestimates revenues, questioned as to who was making <br />decisions on added funds. <br />Interim City Manager, proposed a quarterly budget where adjustments can be <br />made and propose other budgetary amendments as necessary. <br />Councilmember Benavides, asked if there were any implications to credit rating <br />if reserves lowered. <br />Mark Alvarado, opined that credit rating should not be impacted, but future <br />budget deficits may be considered in the rating. <br />Mayor Pro Tem Martinez, read concerns she posted on her Facebook page for <br />the record, noted that officials have received misleading projections in the past; <br />concerned that financial report not brought to the City Council for consideration <br />and staff has had budgetary cuts yet while the budget revenue was <br />underestimated. <br />Councilmember Tinajero, opined that there are some matters that can be <br />addressed quickly such as fees for use of Santa Ana Stadium and bonds for <br />infrastructure improvements; need to work with Congressman Correa and <br />leverage relationships and partnerships at the Federal level; improve economic <br />CITY COUNCIL MINUTES 18 JUNE 6, 2017 <br />
