Existing maps, documents, and correspondence relative to the proposed <br />project will be reviewed and analyzed. New information requirements will be identified and <br />strategies for acquiring this information will be determined. The California Natural Diversity <br />Database will be consulted to determine whether any sensitive species and/or communities are <br />known to occur on or near the property. Any sensitive biological resources identified for the site or <br />its near vicinity will be evaluated for their potential to occur on-site and will be discussed in the <br />final letter report. Afield team of regulatory specialists will complete an overview of US Army Corps <br />of Engineers jurisdictional boundaries within the project site. <br />The field team will investigate specific conditions relating to jurisdictional criteria such as evidence <br />of ordinary high water marks, wetland vegetation indicator species, hydric soils, and appropriate <br />hydrology, all as outlined in the 1987 US Army Corps of Engineers Wetland Delineation Manual. <br />These data will be recorded on the aerial photograph for use in preparing a future formal <br />jurisdictional delineation, maps, and a letter report. A field team of regulatory specialists will <br />provide an overview of potential California Department of Fish and Wildlife (CDFW) jurisdictional <br />boundaries within the project site. All intermittent and ephemeral streams, rivers, creeks, dry <br />washes, sloughs, blue -line streams, and watercourses with subsurface flows; canals, aqueducts, <br />irrigation ditches, and other means of water conveyance; and lakes will be examined for indicators <br />of CDFW jurisdiction. A biologist will conduct a site reconnaissance of the property to determine <br />whether any sensitive species and/or communities are likely to occur on-site. If any sensitive <br />species or potential habitat or sensitive communities are identified on-site, their presence will be <br />noted and locations provided on a site map. <br />GLA will prepare a letter report to document the findings concerning Corps and CDFW potential <br />jurisdiction on the site. The reportwill document the extent of potential jurisdiction, assesswetland- <br />related biological resources, and discuss permitting strategies. Documentation will consist of color <br />photographs of representative potential jurisdictional areas (and non jurisdictional areas that could <br />be mistaken for jurisdiction) and a draft overlay map indicating the potential jurisdictional areas <br />that correspond to the aerial photograph provided by the client. The letter report will include the <br />results of the CNDDB review, soil map review, and site survey. Any sensitive species and/or <br />communities identified on site or with the potential to occur on the property will be discussed. If <br />necessary, a site map depicting the locations of sensitive species and/or communities will be <br />provided. Included in the report will be recommendations for additional focused surveys if it is <br />determined that such surveys are warranted. The letter report will also include a preliminary impact <br />analysis of the project (e.g., bike trail) on potential Corps/CDFW jurisdiction and biological <br />resources and mitigation measures. <br />Task 8.5: Screencheck Draft EIR <br />This task involves reviewing, revising, and updating the Draft EIR sections that were previously <br />completed and completing the final sections for review by the City. Additional analysis may be <br />required for topics that have experienced changes in the existing physical conditions or regulatory <br />environment. <br />Tribal Cultural Resources. As required by state law, this new section of the EIR will evaluate the <br />potential for implementation of the Circulation Element improvements to impact tribal cultural <br />resources and will discuss state laws and regulations protecting resources. <br />Also, SB 743 was passed by the state since our contract was approved by the City in 2011.
