(d/b/a <br />"NEOGOV") FOR ONBOARDING <br />SERVICES <br />(STRATEGIC PL N NO. 7, 5A) <br />s% a <br />CI MANAGER <br />Ia*010IT, IIT, r4LTD) o F_ QiC�7Tl <br />CLERK OF COUNCIL USE ONLY: <br />501••:• __N, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 13` Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with NEOGOV for <br />an annual reoccurring amount of $13,558 plus a one-time set up, implementation and training fee <br />of $5,500 for an amount not to exceed $73,290 for "OnBoarding," a Human Resource <br />OnBoarding Platform service for three (3) years for the period of July 1, 2017 through June 30, <br />2020 and with the option of two (2) one year renewals, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />In alignment with the City Strategic Plan, which promotes innovation and efficiency, staff <br />recommends adopting an agreement with NEOGOV, the City's current vendor for Applicant <br />Tracking; in order to implement an employee onboarding platform service called "OnBoarding." <br />The agreement will help automate business processes for greater efficiency and process <br />improvement. The platform will allow employees to transition from applicant to employee, <br />complete required new hire forms online and to provide employees information on benefit <br />enrollment. It will also help staff with workflow processes and efficiency. <br />The City obtained information and quotes from other companies but determined that there are no <br />other companies that offered software that could link to the current applicant tracking software <br />and can transmit data directly to OnBoarding. Currently, the process is being done manually and <br />through personal email which is not an efficient way to communicate information to new <br />employees. It also requires, hours of staff time along with having to print out all documentation. <br />Onboard enables new hires to become more productive from their first day on the job by <br />streamlining new hire paper work, processes and training. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #7 — Team Santa Ana, Objective #5 (Create a <br />culture of innovation and efficiency within the organization), Strategy A (Promote the use of new <br />technology to improve the delivery of services and information to staff and the community). <br />25B-1 <br />
