Resolution for SCAG General Plan Grant Program July 5, 2017 Page 2 has been allocated towards the work effort with an additional $1 million to be provided by City Council when needed. Currently $562,258 are remaining in the General Plan Update fund (05016018) for the project with anticipated completion in early 2019. Because the grant is federally funded, the City must recruit and hire technical consultants in a manner that meets federal regulations. Although a Request for Proposals (RFP) for general plan consultant work was approved by City Council earlier this year, a revised RFP drafted in compliance with federal regulations is attached for City Council review and approval (Exhibit 2). STRATEGIC PLAN ALIGNMENT Approval of this item supports the City's effort to meet Goal #3 - Economic Development, Objective #2 (Create new opportunities for business/job growth and encourage private development through new General Plan and Zoning Ordinance policies), Strategy A (Complete a comprehensive update of the City's General Plan including the development of policies and implementation measures that directly relate to equitable economic development); and Goal #5 - Community Health, Livability, Engagement & Sustainability, and Objective #6 (Focus projects and programs on improving the health and wellness of all residents). FISCAL IMPACT The appropriation adjustment will recognize grant revenue in the amount of $325,000 in the PBA SCAG Grant revenue account (no. 40316002-52001) and appropriate same in the FY 2017-18 SCAG Sustainability Planning Grant expenditure account (no. 40316570-62300).
