REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 5, 2017 <br />TITLE: <br />RESOLUTION APPROVING ADDENDA <br />NOS. 1 AND 2 TO THE SANTA ANA - <br />GARDEN GROVE FIXED GUIDEWAY <br />REA/FEIR OC STREETCAR <br />(SCH# 2010051060) <br />(PROJECT NO. 17-6766) <br />(NONGENERAL FUND) <br />{STRATEGIC PLAN NOS. 3,2C AND 413; <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution approving Addenda Nos. 1 and 2 to the Santa Ana -Garden Grove Fixed <br />Guideway Project REA/FEIR (SCH# 2010051060). <br />DISCUSSION <br />On January 20, 2015, City Council adopted a resolution certifying the Santa Ana — Garden Grove <br />Fixed Guideway Project Revised Environmental Assessment/Final Environmental Impact Report <br />(REA/FEIR) (SCH# 2010051060) (Exhibit 1). Subsequent to the adoption of the REA/FEIR, the <br />Orange County Transportation Authority (OCTA) became the lead agency for the implementation <br />of the project. <br />In July 2016, Addendum No. 1 (Exhibits 2 and 3) to the REA/FEIR was prepared by OCTA to <br />address minor design modifications to the project resulting upon 30 percent completion of design <br />engineering. This environmental re-evaluation, which included noise and vibration, cultural and <br />historic, visual impact, and traffic analysis, concluded that the design modifications would not <br />result in any new significant environmental effects that were not previously analyzed as part of <br />the approved REA/FEIR. A second addendum, Addendum No. 2 (Exhibits 4 and 5), was <br />prepared in February 2017 to address additional minor design modifications that were identified <br />upon advancing to 60 percent completion of design engineering. Similar to Addendum No. 1, <br />Addendum No. 2 concluded that there were no new significant environmental effects that were <br />not previously analyzed as part of the approved REA/FEIR.
