75C. <br />Item continued from the June 6, 2017 City Council Meeting by a 5-0 vote <br />(Benevides and Sarmiento absent). <br />MOTION: Continue consideration of matter to the July 5, 2017 City <br />Council Meeting, at the request of staff. <br />MOTION: Benavides <br />VOTE: AYES: <br />NOES: <br />ABSTAIN: <br />SECOND: Solorio <br />Benavides, Martinez, Pulido, Sarmiento, Solorio, <br />Villegas (6) <br />None (0) <br />None (0) <br />ABSENT: Tinajero (1) <br />ADOPTION OF CITY BUDGET FISCAL YEAR 2017-2018 {STRATEGIC <br />PLANO NO. 4, 2A} — Finance and Management Services and City Manager's <br />Office <br />Legal Notice published in the Orange County Reporter on May 26, 2017 and <br />June 2, 2017. <br />Item continued from the June 6, 2017 City Council Meeting by a 5-0 vote <br />(Benavides and Sarmiento absent). <br />Mayor Pulido opened the Hearing. The following spoke on the matter: <br />• Kim McPeck, representing SEIU 721, opposed the budget as proposed; <br />employee union members have experienced extensive cuts over the year. <br />• Mike Lopez, representing SEIU 721, urged a "No" vote on the proposed <br />budget; past deficits were projected when employees have not received <br />raises and continue to contribute to pension costs; union members seek <br />equitable pay. <br />• Victor Madrigal, representing SEIU 721, request that budget include salary <br />increases for dedicated employees. <br />• Tony Carrillo, representing SEIU 721, noted that union membership has <br />dropped from over 1,000 to 400; City needs remain the same; part-time <br />members have increased. <br />• Mark Kiss, representing SEIU 721, spoke of respect toward long term, <br />dedicated employees that need to be recognized. <br />• Monica Suter, representing SEIU 721, opined that furloughs in the past have <br />significantly impacted union members. <br />• Jonathan Hernandez, request additional funding for youth programs; <br />opposed to police officer pay increases. <br />CITY COUNCIL MINUTES 22 JUNE 20, 2017 <br />1 OA -22 <br />
