B. Payment Standards and UtilityAliowances <br />The PHAs entering Into this MOA shall adopt Payment Standards and Utility Allowances in compliance with <br />24 CFR Parts 982.503 and 882.517 respectively. <br />C. Rent ReasonablenessStandarda <br />A Host PHA shall be required to provide a Rent Reasonableness Certification ("RRC") to the Issuing PHA at <br />the time the HOS Inspection request is returned. The Host PHA, in issuing such Information, certifies that it <br />has conducted a diligent analysis of prevailing rents In their jurisdiction, By accepting the RRC, the. issuing <br />PHA is not responsible and shall not be held liable for any errors or omissions on the part ofthe Host PHA. <br />The Host PHA agrees to assume any and all liability for any errors or omissions on the part of the Host PHA <br />as it relates to this Paragraph 111, Section C. <br />D. Housing Quality Standards (HQS)Inspections <br />1, PHAs entering into this MOA shall maintain HOS equal to or exceeding those required by H U 0. <br />2. When the Host PHA uses standards that exceed or are more stringent than the minimum standards required <br />by HUD, such standards shall apply for all housing Inspections performed bythe Host PHA pursuant to this <br />MOA. <br />3. The Host PHA is responsible for the completion of 1108 inspection. requests from an Issuing PHA. This <br />Includes: <br />a. Initial Inspections <br />In order to assist an eligible family expeditiously, upon receipt of the Inspection request from an <br />Issuing PHA, the Host PHA will complete the HOS Inspection, including all related <br />documentation, within fifteen (15) calendar days ofthe date thatthe Host PHA confirms with the owner <br />that the unit Is ready for` inspection. The Host PHA will bill the Issuing PHA a foe for this service, as <br />per the agreement detailed. in Exhibit I of this MOA entitled Fee Schedule. <br />b. Annual Inspections <br />Requests for an annual HOS Inspection to the Host PMA will be completed within sixty (60) calendar <br />days of the date the request was received. The Host PHA will be responsible for the scheduling and <br />performance of an annual HOS inspection request. The Host PHA will bill the Issuing PHA a fee for this <br />service, as per the agreement detailed in Attachment I of this MOA entitled Fee Schedule. <br />c. Special inspections <br />Upon receipt of a request from the Issuing PHA for a special HQS Inspection to address non- life <br />threatening matters the Host PHA will schedule and complete the special inspection within fifteen (15) <br />calendar days of the date that the Host PHA has confirmed receipt of the request. For Iife-threatening <br />emergencies, the PHAs will work together to Inspect as quickly as feasible. The Issuing PHA may <br />request that one of their staff be present at these special inspections. The Host PHA will bill the Issuing <br />PHA a fee for this service, as per the agreement detailed in Exhibit I of this MOA entitled Fee Schedule, <br />d. Suspected Fraud Inspections <br />The Issuing pHA, after written notification to the Host PHA, will be permitted to conduct such inspections <br />Page 4 of 12 <br />
