Councilmember Benavides, commented that initially opposed to matter, but City <br />has properly regulated growing industry; revenue generator; Proposition 64 <br />legalized marijuana urged all to review State regulations. <br />Councilmember Villegas, does not support use, but acknowledges that <br />regulations are needed; staff to continue working on illegal operators. <br />Mayor Pro Tem Martinez, questioned cost recovery component; asked if <br />expanding the number of businesses needed to recover cost of regulating; — <br />need resources; plan important as well as recovery of all costs. <br />MOTION.
