jmf 6/23/17 <br />RESOLUTION NO. 2017-046 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING ADDENDUM NOS. 1 AND 2 TO <br />THE REVISED ENVIRONMENTAL ASSESSMENT/FINAL <br />ENVIRONMENTAL IMPACT REPORT FOR THE SANTA <br />ANA -GARDEN GROVE FIXED GUIDEWAY PROJECT, <br />OTHERWISE KNOWN AS THE "OC STREETCAR" <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. On January 20, 2015, by Resolution No. 2015-004, and following a duly <br />noticed public hearing, the City Council certified the Revised Environmental <br />Assessment/Final Environmental Impact Report ("REA/FEIR") for the Santa Ana - <br />Garden Grove Fixed Guideway Project, otherwise known as the "OC Streetcar" <br />("Project'). The City Council also approved the Project. The Project will provide a new <br />east -west transit line in Orange County between the Santa Ana Regional Transportation <br />Center and the Harbor Boulevard/Westminster Avenue intersection in the City of <br />Garden Grove. <br />B. The REA/FEIR was prepared at the direction and under the supervision of the <br />City of Santa Ana as the local lead agency for the Project. The Orange County <br />Transportation Authority ("OCTA") is a responsible agency under the California <br />Environmental Quality Act ("CEQA"). OCTA subsequently adopted the REA/FEIR. <br />C. CEQA requires that if there are minor technical changes or additions to a <br />project, and no new or substantially more severe significant effects result, an Addendum <br />to an approved EIR must be prepared. <br />D. The approved Project was based on conceptual level of engineering. <br />Subsequent to Project approval, OCTA has taken the lead in advancing the design and <br />implementation of the Project. <br />E. To address minor design modifications to the Project resulting from <br />engineering refinements encompassed in the 30% and 60% engineering design phases, <br />OCTA has prepared two Addenda to the REA/FEIR, dated June 2016 and February <br />2017, and attached as Exhibits A and B, respectively.
