TPSS (1) will be located on the south side of the Westminster Bridge east <br />abutment and adjacent to Westminster Avenue. TPSS (2) will be located within the MSF <br />site, which will be bounded by fencing. <br />TPSS (3) which is proposed on the existing City of Santa Ana parking lot, is located within <br />Segment 3 Visual Character Area H, which has a moderate visual quality.
