0� OCTA I Santa Ana/Garden Grove Fixed Guideway Project <br />Noise and Vibration Technical Analysis Re-evaluation in Support of Minor Design Modifications <br />increase in the severity of the noise effect as compared to the originally approved Project and <br />as evaluated in the 2015 EA/FONSI. <br />Streetcar Vibration (Operation). No adverse vibration effect was identified in the EA <br />associated with streetcar operation. Based on this re-evaluation of vibration analysis due to <br />increase in speed and alignment shift, theses features would not result in a new adverse or <br />significant vibration effect, nor would they increase the severity of a vibration effect as compared <br />to the originally approved Project and as evaluated in the 2015 EA/FONSI. <br />Construction Vibration. The EA identified that with the implementation of Best Management <br />Practices for noise and vibration, no adverse effects from construction vibration would occur <br />with implementation of the project. No adverse or significant construction vibration effect was <br />identified in the 2015 EA/FONSI. These physical and operational minor modifications would not <br />result in a new adverse or significant construction vibration effect, nor would it increase the <br />severity of a construction vibration effect as compared to the originally approved project and as <br />evaluated in the 2015 EA/FONSI. <br />TPSS Repositioning. The TPSS's would be generally located in areas that are <br />commercial/light industrial in nature. No adverse noise or vibration effect was identified in the <br />EA/FONSI; therefore, this project feature would not result in a new adverse noise or vibration <br />effect, nor would it increase the severity of a noise or vibration effect as compared to the <br />originally approved project and as evaluated in the 2015 EA/FONSI. <br />Therefore, this current analysis concludes that there would be no change to the conclusions <br />regarding noise and vibration with implementation of minor design modifications to the adopted <br />2015 LPA, and therefore, there would be no change to the prior noise and vibration technical <br />report in the adopted EA/FONSI (Appendix J). <br />Recommendation <br />This memorandum documents the environmental effects of project changes and the changes in <br />circumstances per 23 CFR 771.129(c) as it relates to Noise and Vibration. Based on this <br />analysis, it is recommended that this memorandum be transmitted to the Federal Transit <br />Administration (FTA) as part of OCTA's request for confirmation from FTA that the prior analysis <br />remains valid. <br />16 <br />
