F31J� OCTA I Santa Ana/Garden Grove Fixed Guideway Project <br />Visual Impact Analysis Re-evaluation Technical Memo <br />Santa Ana River Bridge. Based on the analysis, the modified bridge design has not <br />substantiallychanged since the approval of the LPAin 20l5andthe re-positioningofthe bridge <br />would result in less visual impact when compared to the approved LPA Therefore, no <br />substantial changes in the significance determinations identified in the 2015 EA/FONSI would <br />result. No adverse orsignificantvisualeffectwas identified in the prior EA/EIR; therefore, this <br />project feature would not result in a new adverse or significant visual effect, nor would it <br />increase the severityof a visual effectas compared to the originally approved project and as <br />evaluated in the 2015 EA/FONSI. <br />TPSS Repositioning. The TPSS would be generally located in areas that are multi -family <br />residential,commercial/light industrial and lowto mid -rise commercial in nature and of low to <br />moderate invisualquality. No adverse or significant visual effectwas identified in the 2015 <br />EA/FONSI; therefore, this projectfeature would notresultin a newadverseorsignificant Visual <br />effect, nor would it increase the severity of a visual effect as compared to the originally <br />approved project and as evaluated in the 2015 EA/FONSI. <br />This analysis concludes thattherewould be no change to the conclusion that visual impacts <br />would not be adverse orsignificantwith the implementation ofminor design modifications to the <br />adopted 2015 Locally Preferred Alternative (LPA), and therefore, there would be no change to <br />the prior Visual Impact Assessment in the adopted (EA/FONSI) (Appendix E of the 2015 <br />EA/EIR). <br />Recommendation <br />This memorandum documents the environmental effects of project changes and the changes in <br />circumstances per23 CIFIR 771.129(c) as itrelates to Visual Impact Assessment. Based on this <br />analysis, itis recommended that this memorandum be transmitted to the Federal Transit <br />Administration (FTA) as partof OCTAs requestfor confirmation from FTAthatthe prioranalysis <br />remains valid. <br />121 Page <br />
