OCTA I Santa Ana/Garden Grove Fixed Guideway Project <br />FNNoise and Vibration Technical Addendum <br />2. Vehicle Audible Warning Exemption at Grade Crossings <br />The California Public Utilities Commission (CPUC) requires that a Light Rail Vehicle (LRV) <br />operating on a dedicated right-of-way, sound an audible warning when approaching public <br />road crossings (CPUC General Order 143-B, Rule 7.09). One of the recommended <br />mitigation measures for noise and vibration in the Final EIR document, is that the City of <br />Santa Ana request the CPUC to consider an exemption from this rule for at -grade crossings <br />at 5th Street and Fairview. The request will provide sufficient justification and demonstrate <br />that safety would not be compromised at these crossings as a result of the exemption. If an <br />exemption is established and approved at each crossing, the required sounding of audible <br />warning by the vehicle would be exempted except in an emergency situation. Table I lists <br />the train noise levels after the audible warning exemption measure has been implemented. <br />As shown, receivers R10 and R13 are reduced to a moderate impact after the <br />implementation of the proposed mitigation measure. <br />10 <br />
