+� OCTA ISanta Ana/Garden Grove Streetcar Project <br />J Cultural Resources Technical Nlamo Update <br />adopted bythe Cityof Santa Ana and OCTA The modifications comprise ofphysical and <br />operational improvements, and are partlyderived from value engineering and risk workshops <br />conducted in2015,as well as design coordination with the cities of Santa Ana and Garden <br />Grove. The modifications are notanticipatedto resultin changes to the maintenance plan for <br />the Project. <br />Design Modifications <br />The following provides a description of the proposed minor design modifications that OCTA is <br />proposing in response to advancements in the project's engineering design since the approval <br />of the ENEIR in 2015. Table 1 provides a listing of design updates, comparing the description of <br />projectfeatures in the approved 2015 LPAto the revised description of projectfeatures resulting <br />from minor design modifications. See Appendix Afor current engineering plans and Appendix <br />B for a comparison of the 2015 Approved alignment and the 2016 Minor Design Modifications. <br />Physicallmprovements: The design modifications would result in the following changes to the <br />physical improvements described in the LPA: <br />• Concrete Box Girder bridge instead of Tied -Arch bridge at Westminster Avenue; <br />• A double track bridge instead of a single track bridge across the Santa Ana River <br />(SAR). The position of the bridge would be north instead of south of the existing <br />historic bridge location. <br />• Repositioning the double track alignment, shifting the railroad centerline within the <br />former Pacific Electric right-of-way (PE ROW) from the middle to the north at the <br />approaches to the SAR crossing; <br />• Addition of a bridge span on the west bank of the SAR, behind a existing levee to <br />accommodate an undercrossing for the SAR Trail and Bikeway(and Orange County <br />Flood Control District (OCFCD) maintenance road. The profile of the trail and <br />maintenance road would be modified atthe crossing to facilitate the grade separation; <br />• Deletion of Willowick Station Stop. This station stop is associated with future <br />development. Atthis time there is no development that is accessible to this station <br />stop; <br />• Repositioning of Station Stop side platforms to center platforms at Harbor Boulevard, <br />Fairview Street (both west side), and Raitt Street in the PE ROW segment of the <br />Project alignment; <br />• Repositioning Station Stop westbound platform at Ross Streetfrom farside to nearside, <br />and Station Stop platforms atBroadwayand Main consolidated and moved to farside <br />Sycamore Street; <br />• Placement of single crossovers on bothsides ofthe Maintenance and Storage Facility <br />(MSF) with a revised Iayoutforthe MSF, added crossovers on both sides of downtown <br />couplet, and replaced the tail track beyond the SARTC platform with a double crossover <br />before the SARTC platform; <br />• Restriping Santa Ana Boulevard from Flower Streetto RaittStreetfrom a four -lane to a <br />two-lane street with a raised 4 -ft median; <br />July 8, 2016 1 2 <br />
