Minor Design Modifications <br />The following provides a description of the proposed minor design modifications that OCTA is <br />proposing in response to advancements in the project's engineering design to 60%. <br />Operational Improvements: Two changes to the Project's operations are proposed as part of <br />the 2017 modifications: <br />1) Streetcar Maximum Operating Speed has been reduced from 45 to 44 mph in PE ROW. <br />2) Traffic signal priority at all traffic signals along the route including Main Street, Broadway, <br />and Bristol Street. The TSP extends a green phase or shortens an opposing green phase <br />by as much as 20 seconds. <br />The two operational improvements are minor in nature and do not affect the existing cultural <br />resources findings or necessitate any change to the APE. <br />Physical Improvements: Design modifications would result in the following changes to the <br />physical improvements described in the LPA: <br />1) Track shifted to the center of the PE ROW starting from 140 -feet east of Santa Ana River <br />(SAR) Bridge to 51 Street at -grade crossing resulting in a slight track shift to the southern <br />side of the PE ROW between 5"' Street at -grade crossing and the MSF. No private <br />property is required and the shift occurs within the existing APE. <br />2) No change to the number of TPSS or locations, with the exception of TPSS 4 slated to be <br />built on the northeast corner of Santa Ana Boulevard and N. Garfield Street and now <br />proposed to be built on the north side of the parking structure at the Santa Ana Regional <br />Transportation Center (SARTC), adjacent to Santiago Street (Figure 1). The new location <br />of TPSS 4 is within the limits of the previously approved APE. <br />3) Project footprint modifications and anticipated revised construction limits are also <br />proposed in the advancement of 30% design to 60% design. These include: <br />• Trenching in the public right-of-way (ROW) for drainage improvements and utility <br />connections at West 51 Street; <br />• Paving, striping, signing, curb ramp and driveway approach improvements at: <br />N. Harbor Boulevard (Blvd.), N. Western Avenue (Ave.), N. Forest Street (St.), <br />N. Pacific Ave., N. Hesperian St., N. Bristol St., N. Baker St., N. Spurgeon St., <br />French St., N. Minter St., 41 St., E. Santa Ana Blvd., and Santiago St.; <br />• Temporary Construction Easements (TCE) for a maintenance road turnaround on the <br />east side of the SAR; <br />• Sidewalk paving re -construction at Nova Academy on the corner of Ross Street and 4"' <br />St.; and <br />• Anticipated improvements at the driveway approach to the County of Orange Sherriffs <br />Department Complex on W. Santa Ana Blvd. <br />
