)� OCTA ISanta Ana/Garden Grove Streetcar Project <br />Cultural Resources Technical Nlamo Update <br />construction ofanew double -track bridge north of the historic Pacific Electric Santa Ana Riker <br />Bridge. <br />As part of ad van cement of engineering forth project, some TPSSsites have been refined and <br />have resulted in the relocation of some TPSSs to publicly owned properties outside of the ROW. <br />The proposed TPSS sites located at Harbor Blvd., Susan Street (outside of PE ROW), east side <br />of Santa Ana River (outside of PE ROW), Pacific Avenue, in the parking structure at 5`h and <br />Main, and on south side of Santa Ana Boulevard at Garfield Street have been consolidated and <br />relocated. New sites for TPSS include the Civic Center Plaza and the northeast corner of Santa <br />Ana Boulevard and North Garfield Street (Appendix A) <br />As noted in the 2014 Cultural Resource Evaluation, the TPSS sites and passenger platforms for <br />the projectwould be small mundane utilitarian elements intended to match the existing setting <br />within the APE. The TPSS sites would be visuallycons istentwith other objects and equipment <br />located along the sidewalks and ROW, such as generators and telecommunication equipment. <br />The TPSS on Garfield Streetis within the boundaryofthe French Park Historic District, however <br />there are no contributing resources to thatdistrict near the TPSS and the TPSS is expected to <br />have no adverse effects on the districtor other historic properties. The relocations will result in <br />TPSSs being located adjacent to three properties in the expanded APE that are considered <br />eligible for the purposes of this project (Table 3). However, these TPSS would have a minimal <br />visual intrusion to the surrounding area and would notalter the character of surrounding historic <br />properties. Thus the relocation of TPSS will have no adverse effect on historic properties. <br />Overall, the proposed modifications/engineering refinements to the adopted LPAwould not be <br />considered to have an adverse effect to historic properties under NEPA, Section 106 of the <br />NHPA, or a significant impactto historical resources under CEQA. <br />Conclusions <br />The updated cultural resources analysis confirms thatthe proposed engineering refinements to <br />the projectdo notchange the previous conclusions regarding cultural resources. No adverse <br />effects are expected within the expanded APE for the design modifications under NEPA. Under <br />CEQA, a less than significant impact would remain the finding for the design modifications <br />within the expanded APE. <br />Based on the expanded 2016APE, the sensitivityof the area for archaeological resources and <br />the recommendation for archaeological monitoring to be conducted for earth -disturbing activities <br />thatcould encounter previouslyundisturbed soils remain unchanged and will remain consistent <br />with the 2015 EA/EIR. <br />July 8, 2016 1 14 <br />
