Exhibit A - Consultant Agreement <br />with Rincon Consultants, Inc. <br />EXHIBIT A <br />CITY OF SANTA ANA COMMUNITY DEVELOPMENT AGENCY <br />REQUEST FOR PROPOSALS FOR ENVIRONMENTAL SERVICES • HOUSING DIVISION <br />SCOPE OF SERVICES <br />INTRODUCTION <br />The Housing Division of the City of Santa Ana's Community Development Agency is responsible for the <br />administration and oversight of the City's housing -related activities. From time to time the Division <br />requires additional professional environmental services and technical expertise. The City of Santa Ana <br />Is issuing this Request for Proposals (RFP) for Environmental Services to Identify consultants who have <br />extensive experience working with public entities to provide planning and environmental review <br />services. <br />11. Scope of Work <br />The Consultant shall provide environmental services under the direction of City staff, The consultant will <br />be expected to provide experienced and knowledgeable professional staff. The Consultant shall be <br />committed to provide adequate staffing levels at all times in order to adhere to established schedules. <br />The Consultant shall be knowledgeable of federal, state and local regulations, policies and procedures <br />as they pertain to the National Environmental Policy Act (NEPA) and the California Environmental <br />Quality Act (CEQA). <br />Selected consultants shall have demonstrated expertise in the preparation of environmental noticing <br />documents and the preparation of technical reports as required by CEQA and NEPA Including but riot <br />limited to; <br />• Phase I and Phase it Environmental Site Assessments <br />• Environmental impact Statements (EIS) <br />• Environmental Impact Reports ( EIRs) <br />• Environmental Assessments and Compliance Findings - 24 CFR Part 580 <br />• Environmental Reviews for Categorically Excluded Activities/Projects - Section 58.5 <br />• Lead and Asbestos Testing, Monitoring and Clearances <br />• Soils Testing <br />City of Santa Ana Community Development Agency <br />Request for Proposals for Environmental Services - Housing Division <br />Page 10 <br />25A-13 <br />
