This study <br />includes a jail facility condition assessment and an evaluation of options for the future use of the <br />jail. These options include the feasibility to continue operating the facility as a jail, a modified jail <br />operation, or exploration of alternative uses. <br />Staff has worked with Vanir to complete the jail facility conditions assessment. An executive <br />summary of this report (Exhibit 1) provides the condition findings. This executive summary <br />provides a baseline conditions assessment which gives the City an understanding of how the jail <br />rates compared to other similar facilities and also provides an assessment of the mechanical and <br />physical components of the jail. The study identifies deficiencies in the jail's plumbing system. <br />Staff has proposed corrective replacement of the plumbing for the City Council's consideration. <br />On July 13, 2017, the City amended the scope of work and compensation with Vanir to allow for <br />additional input and direction from the City Council and input from the public at the August 1, <br />2017 meeting. <br />Following the discussion and input from the City Council, the consultant will complete the Jail <br />Reuse Study which includes: detailed description of options, other contracting out options, fiscal <br />analysis, and consultant recommendations. A matrix has been developed to assist in evaluating <br />the various reuse option scenarios. <br />65A-1 <br />
