(d) The city shall require the installation of a water meter in accordance with <br />section 39-23(b) on every service connection to each dwelling unit, irrigation system, <br />common area amenity, and individual commercial unit tapped from the private water line. <br />The city will be responsible for the maintenance of the water meters, including meter <br />reading, meter testing, meter repair, and replacement. To maintain, inspect, test, and read <br />the public water meters, both an access easement to the development and a maintenance <br />easement, confined to the water service meter box, shall be granted to the city by the <br />private property served. <br />(e) The allowance or permitting by the city of private water lines shall not in any <br />way authorize the owner or private entity to resell water for profit within the city. <br />Secs. 39-6-39-14. - Reserved. <br />SECTION 4. Article II of Chapter 39 of the Santa Ana Municipal Code is hereby <br />repealed in its entirety. <br />SECTION 5. Article II of Chapter 39 of the Santa Ana Municipal Code is hereby <br />reenacted in its entirety as follows (corrected language underlined, deleted language in <br />strikeout for tracking purposes only): <br />ARTICLE II. -WATER <br />Sec. 39-15. - Definitions. <br />As used in this article: <br />Afterhours means that period of time allotted by the finance director for the <br />performance of unscheduled water service turn on or turn off, occurring after the regularly <br />established hours for the performance of scheduled water service turn on or turn off, as <br />set by the director of finance, <br />Agency means Public Works Agency, City of Santa Ana. <br />Applicant means an individual, partnership, association, corporation, receivership, <br />trust, trusteeship, or agency of government, or other legal entity recognized by the laws <br />of the state or of the United States applying for water service. <br />Backflow preventer means an approved device or means to prevent backflow into <br />the city's potable water system. <br />Common area amenities means areas within residential, commercial, or industrial <br />developments for the common use of residents or workers managed by the owner or his <br />agent, including but not limited to, rental offices, club houses, picnic areas, drinking <br />fountains or filling stations, exercise rooms, and swimming pools. <br />Ordinance No. NS -XXX <br />Page 4 of 56 <br />11 A-6 <br />
