Ousley, Mardy
From: Jeff Dickman [Jeff.Dickman@rdmd.ocgov.com]
Sent: Monday, October 04, 2004 4:07 PM
To: mikegarcia@ci.santa-ana.ca.us
Subject: OBP
Good afternoon Mike. Tonight Council has the opportunity to conclude OBP. It is also the first opportunity to also
start afresh a new process to tie the City, the development community and neighborhoods together to implement
the Midtown Specific Plan. Given that the City may not wish to pay for a $250,000+ special election, nor have
OBP as a shadow for a year or more, I'd offer the following as a general template for change:
• Overturn OBP
* Implement the MTSP - prepare a list of buildings, resources and land that could be marketed to business and
others.
" Clean up the Midtown area. Make it more attractive.
• Identify funds which may be used to improve the Midtown.
. Establish a public consensus process to review the MTSP and make recommendations that build upon the goals
and objectives of the plan.
• Propose public consensus changes to PC and CC.
* Create a public/business outreach group to sell the revised plan.
There is interest to do this Mike.
Jeff.
834-5372.
10/5/2004
