Grand Avenue Widening Project Environmental Impact Report Section 3.0 <br />3.7.2 THRESHOLDS OF SIGNIFICANCE RELATED TO CULTURAL RESOURCES <br />The proposed Grand Avenue Widening will be considered to have a significant impact on <br />cultural resources if it: <br />Disrupts or adversely affects a prehistoric or historic archaeological site or a property of <br />historic or cultural significance to a community or ethnic or social group. <br />2. Conflicts with established recreational, educational, religious or scientific uses of the area. <br />3. If the cultural resource potential is medium to high, the impact is considered potentially <br />significant. <br />4. Involve the demolition of an historic structure listed on the National Register of Historic <br />Places. <br />5. Involves the demolition of an historic building which has been officially listed by the City of <br />Santa Ana as a contributing structure to an historic structure. <br />6. A project, including the alteration or rehabilitation of an historic structure or area, which has <br />been identified as significant by the criteria identified above, to a level that destroys the <br />historical significance of such an historic property or area or does not maintain the <br />architecture and identify of a property or area, is considered to have a significant impact. <br />Is adjacent to or touching a historically significant structure or area may cause a significant <br />impact on the historical property. This may include, but is not limited to activities such as <br />heavy construction adjacent to an historic building which may weaken the structure, new <br />development adjacent to an historic structure which diminishes the integrity and identity of <br />the historically significant structure or area, etc. <br />These thresholds of significance are consistent with the determination of significance process for <br />historical resources based on the National Register of Historic Resources, the California Register <br />and the City of Santa Ana Register of Historic Property. <br />3.7.3 METHODOLOGY RELATED TO CULTURAL <br />Archival Research and Record Search <br />An archival review and record search were conducted at the South Central Coastal Information <br />Center (SCC), at the Fowler Museum, University of California, Los Angeles, on April 9, 1997 and <br />were updated on September 29, 1998. The archival review and record research were updated again <br />on February 26, 2001 at the SCC at California State University, Fullerton. The SCC is the State <br />Historic Preservation Office (SHPO) designated archive for historic and prehistoric site records, <br />inventory listings and reports for Los Angeles, Orange and Ventura Counties. Historic maps for <br />Orange County were also reviewed at the SCC.
