Grand Avenue Widening Project Environmental Impact Report Section 3.0 <br />Impacts of Alternative 2 Related to Cultural Resources <br />Impacts of Alternative 2 Related to Archeological Resources <br />There are no documented archeological resources in the Grand Avenue project limits under <br />Alternative 2. Therefore, Alternative 2 will not result in adverse impacts on any documented <br />archeological resources. No mitigation is required. <br />The construction of Alternative 2 could result in adverse impacts on previously unknown buried <br />archeological resources. These impacts will be mitigated to below a level of significance based on <br />implementation of measures CR -1 to CR -6, described later in this section. <br />Impacts of Alternative 2 Related to Historic Resources <br />As discussed earlier, there are no important significant historic resources as defined under the <br />thresholds of significance within or adjacent to the project limits for Alternative 2. Therefore, <br />Alternative 2 will not result in adverse impacts on historic resources as defined under the thresholds. <br />However, as discussed earlier, the updated analyses conducted in December 2001 indicate that <br />the residences at 702 and 714 North Grand Avenue appear to be eligible for listing in the Santa <br />Ana Register of Historical Property. Although not defined as such in the thresholds provided <br />earlier, properties on and eligible for listing on the Santa Ana Register are considered significant <br />and important resources in the City. Therefore, the removal of these structures as a result of <br />Alternative 2 would be a significant adverse impact of the proposed Grand Avenue widening. <br />Mitigation measure CR -7 is provided later to address the impact of Alternative 2 on these <br />structures. <br />The construction of Alternative 2 could result in adverse impacts on previously unknown buried <br />historical resources. These impacts will be mitigated to below a level of significance based on <br />implementation of measures CR -1 to CR -6, described later in this section. <br />3.7.5 MITIGATION RELATED TO CULTURAL RESOURCES <br />The following mitigation measures are recommended during construction of the proposed Grand <br />Avenue widening, under Alternatives 1 and 2, to reduce potential impacts on cultural resources: <br />CR -1 The project specifications shall require the project contractor to have an Orange County <br />Certified Archaeologist present at the pre -grading meeting to discuss cultural resources <br />monitoring, artifact collecting and safety procedures. At that meeting, the archaeologist will <br />review the construction plans and schedule. <br />CR -2 The project specifications shall require the project contractor to retain an Orange County <br />Certified Archaeologist to conduct part-time monitoring during grading activities to observe <br />and retrieve any buried artifacts that may be uncovered. <br />F9PRG✓-ENVI Grand eirlNew Text - GrandlSection 3 SolMSection 3.7.doc Page 3.7-10 <br />
