Grand Avenue Widening Project Environmental Impact Report Section 6.0 <br />The cumulative impacts analysis requires consideration of other projects in an area, in conjunction <br />with the proposed project, to assess the potential for significant adverse cumulative impacts. For <br />this Focused EIR, the potential environmental effects of the proposed Grand Avenue widening were <br />considered in conjunction with the potential environmental effects of buildout of the City of Santa <br />Ana General Plan Land Use and Circulation Elements. The City of Santa Ana completed EIRs for <br />proposed modifications to the Land Use and Circulation Elements in 1998. The EIRs for the <br />proposed Land Use and Circulation Elements were used as the basis for determining the potential <br />for cumulative significant adverse impacts in the City. These potential cumulative impacts were <br />then considered with the impacts associated with the proposed Grand Avenue widening, to assess <br />whether this widening project would contribute to cumulatively significant adverse environmental <br />impacts. These EIRs for the Land Use and Circulation Elements are: <br />Revised Final Environmental Impact Report No. 97-01 (EIR 97-01) Final Land Use <br />Element State Clearinghouse (V) No. 97071058 (Parsons Brinkerhoff, January 21, <br />1998). <br />Final Environmental Impact Report No. 97-02 (EIR 97-02) Final Circulation Element <br />(V) No. 97071055 (Parsons Brinkerhoff, January 5, 1998). <br />These EIRs are on file at the City and are available for review during regular business hours. <br />The potential impacts of the proposed Grand Avenue widening are based on the impact analysis <br />provided earlier in Section 3.0 (Existing Conditions, Impacts and Mitigation Measures) and in the <br />Initial Study (IS) included in Appendix A of this EIR. <br />This evaluation of potential cumulative impacts describes the potential impacts associated with the <br />Circulation and Land Use Elements and the proposed Grand Avenue widening, for each <br />environmental parameter. <br />6.2.3 CUMULATIVE IMPACTS RELATED TO LAND USE AND PLANNING <br />Construction of the transportation improvements in the Circulation Element could result in changes <br />in land uses and the full or partial take of property adjacent to the projects, as needed. However, the <br />property takes are anticipated to be minor acquisitions and can be mitigated to below a level of <br />significance. <br />Much of the City of Santa Ana is developed and there is very little undeveloped land remaining in <br />the City. Buildout based on the Land Use Element is not anticipated to result in adverse impacts <br />related to zoning conflicts, inconsistencies with regional plans or land use conflicts because all new <br />development is subject to the City's plan review process. <br />As described earlier in Section 3.2 (Land Use and Planning), the proposed Grand Avenue widening <br />will result in a significant adverse impact to an established community due to the exposure of homes <br />to Grand Avenue that were previously shielded by an existing intervening structure. The acquisition <br />of property for this widening will be consistent with City policy and State law regarding <br />compensation for the acquisition of private property for public use.
