Grand Avenue Widening Project Environmental Impact Report Section 3.0 <br />other areas of Santa Ana, it will be irreversibly changed by the improvement of Grand Avenue to a <br />six -lane arterial and the elimination (20 properties for Alternative I and 23 properties for <br />Alternative 2) of some of the residential uses along this arterial. <br />In addition, some existing residential uses that were once located in the interior of a residential <br />neighborhood would now have backyards that front Grand Avenue. The overall character of <br />these residential areas would decline. Therefore, the proposed widening under Alternative 1 will <br />physically disrupt this established residential community permanently. The community would <br />also be temporarily impacted by the periodic construction activities as each part of the <br />improvement project becomes funded and implemented. Taking into consideration all of these <br />effects, the implementation of Alternative 1 would result in a significant adverse impact on this <br />established community. <br />Impacts Related to General Plan Consistency <br />Because Alternative 1 is consistent with the General Plan Circulation Element designation of this <br />segment of Grand Avenue as a Major Arterial, Alternative 1 would not result in adverse impacts <br />related to General Plan consistency regarding the designation of Grand Avenue. No mitigation is <br />required. <br />As discussed in Section 2 (Effects Found Not To Be Significant in the Initial Study), Alternative <br />1 includes the deletion of the Class 2 bike lane from Grand Avenue between 17th Street and First <br />Street from the Bikeway Master Plan of the City of Santa Ana Circulation Element. Alternative <br />1 would also be inconsistent with Policy 3.3 of the Circulation Element which states "Program <br />the construction of routes identified in the Bikeway Master Plan." Alternative I cannot provide <br />on -street bike lanes due to its narrower cross-section. Therefore, Alternative 1 would be <br />inconsistent with the City's Bikeway Master Plan for an on -street bike lane on Grand Avenue <br />within the project limits. Mitigation Measure LP -1 addressing these inconsistencies is provided <br />in Section 3.2.5 (Mitigation Measures Related to Land Use Planning). <br />The reuse of remnant parcels is anticipated to result in land uses consistent with the General Plan <br />land use designations for the areas along the project segment of Grand Avenue and with the General <br />Plan Major Arterial designation for the project segment of Grand Avenue. Therefore, Alternative 1 <br />will not result in adverse impacts related to consistency with the General Plan land use designations <br />for these areas. No mitigation is required. <br />Impacts of Alternative 1 Related to Consistency with SCAG Land Use Policies <br />The SCAG land use policies from the Regional Comprehensive Plan and Guide are listed in Table <br />3.2-3. Alternative 1 was evaluated for consistency with each of these policies. As shown in Table <br />3.2-3, Alternative I is consistent with each policy, except for certain policies determined not to <br />apply to this proposed project.
