Grand Avenue Widening Project Environmental Impact Report Section 3.0 <br />Table 3-3, Alternative 2 is consistent with each policy, except for certain policies determined not to <br />apply to this proposed project. Therefore, Alternative 2 will not result in adverse impacts related to <br />SCAG land use policies. <br />3.2.5 MITIGATION RELATED TO LAND USE AND PLANNING <br />Mitigation for the impacts of Alternatives I and 2 related to property acquisition is provided in <br />measures LP -2 through LP -5, below. Also, as disussed in Section 1 (Project Description and <br />Poiject Objectives), much of the acquisition process is described in a question and answer format <br />in the City of Santa Ana Handbook on Acquisition which is provided in Appendix I. <br />Alternatives 1 and 2 will not result in adverse impacts related to reuse of remnant parcels and <br />General Plan consistency. No mitigation is required. <br />Alternatives 1 and 2 will not result in adverse impacts related to SCAG land use policies. No <br />mitigation is required. With the exception of one policy, the No Project Alternative will not result <br />in adverse impacts related to SCAG land use policies. Mitigation for this impact is implementation <br />of Alternative 1 or 2. <br />Mitigation measure LU -1, which applied only to Alternative 1 previously, relates to bicycle lanes, <br />as described earlier in Section 2.2 (Land Use Impacts Found Not to be Significant). This mitigation <br />measure has been updated per the refined alignment and definition of Alternative 1. Mitigation <br />measure LP -1 would not apply to Alternative 2 because Alternative 2 would be consistent with the <br />City's Bikeway Master Plan and the Class 11 bike lanes shown on Grand Avenue in the Commuter <br />Bikeways Strategic Plan. <br />In the event that Alternative I is selected, mitigation measure LP -1 shall apply. <br />LP -1 The City shall revise the Bikeway Master Plan to delete the on street bike lanes on this <br />segment of Grand Avenue consistent with the final design of Alternative 1. The City shall <br />also notify OCTA to delete the Class II bike lanes on this segment of Grand Avenue in the <br />Commuter Bikeways Strategic Plan. The deletion of the bikeway from the City's General <br />Plan Bikeway Master Plan, would make the General Plan consistent with the planning for <br />Grand Avenue along this segment. <br />LP -2 Consistent with the requirements of eminent domain law and the Uniform Relocation <br />Assistance and Real Property Acquisition Policies Act of 1970, the City of Santa Ana shall <br />pay all owners of real estate including land, buildings and improvements the fair market <br />value for property taken, either in whole or in part, for the widening of the project segment <br />of Grand Avenue. Fair market value shall be determined through appraisal of the affected <br />property. <br />LP -3 Consistent with the requirements of eminent domain law and the Uniform Relocation <br />Assistance and Real Property Acquisition Policies Act of 1970, the City of Santa Ana shall <br />assist displaced businesses in finding alternative locations, either within or outside the City <br />limits, as appropriate.
