REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 15, 2017 <br />TITLE: <br />APPROVE A PHASE II MEMORANDUM OF <br />UNDERSTANDING WITH MANDATED <br />PARTNER ORGANIZATIONS UNDER <br />THE WORKFORCE INNOVATION AND <br />OPPORTUNITY ACT <br />{STRATEGIC PLAN NO 2, 4 , <br />ACTIN CITY MANAGER-" <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 181 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Mayor, City Manager and Clerk of the Council to execute a Memorandum of <br />Understanding with the Santa Ana Workforce Development Board and the mandated <br />partners as outlined under the Workforce Innovation and Opportunity Act, subject to non - <br />substantive changes approved by the City Manager and City Attorney; <br />2. Authorize the Mayor, City Manager and City Clerk to execute the Memorandum of <br />Understanding with the County of Orange in partnership with the Orange County <br />Development Board, the Orange County Social Services Agency and the Orange County <br />Sheriffs Department, Second Chance program, subject to non -substantive changes <br />approved by the City Managerand City Attorney. <br />WORKFORCE DEVELOPMENT BOARD ACTION <br />At its special meeting on July 26, 2017, by a vote of 4:0 (Perez and Sanchez absent) the <br />Workforce Development Board Executive Committee approved the recommended action: <br />1. Approve the Workforce Innovation and Opportunity Act mandated partner Memorandum of <br />Understanding and authorize the Board Chair to sign; <br />Approve the Memorandum of Understanding between the County of Orange in partnership <br />with the Orange County Development Board, the Orange County Social Services Agency <br />and the Orange County Sheriffs Department, Second Chance program and authorize the <br />Board Chair to sign; <br />3. Recommend City Council approve both Memorandum of Understandings as required <br />under the Workforce Innovation and Opportunity Act and authorize the Mayor and City <br />Manager to sign. <br />25C-1 <br />
