REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 15, 2017 <br />TITLE: <br />APPROVE AN AGREEMENT WITH <br />PLACEWORKS TO PROVIDE A <br />RECREATIONAL VALUE ASSESSMENT OF <br />VARIOUS CITY PARK SITES <br />(STRATEGIC PLAN NO. 5,4A) <br />�12,,27�,, - <br />CITY ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Placeworks to <br />provide a recreational value assessment of various park sites in an amount not -to -exceed <br />$50,541, which includes a 10% contingency, for a term from August 16, 2017 through January <br />31, 2018, subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City currently licenses 2.6 acres of city property at Centennial Park to Santa Ana College. <br />The deed condition from the Department of the Interior indicates the property is to be used for <br />recreational purposes. In order for the College to continue using the site under a license a land <br />conversion needs to be approved by the National Park Service to remove the deed condition of <br />the 2.6 acres and transfer it to the three new vacant sites (Sixth/Lacy, Raitt/Myrtle and Pacific <br />Electric Park) totaling 2.89 acres. Part of the requirement is to complete a recreational value <br />assessment of the three new sites in comparison to the site at Centennial Park. <br />On May 18, 2017, the Parks, Recreation and Community Services Agency (PRCSA) issued a <br />Request for Proposal (RFP) for a recreational value assessment. <br />An evaluation committee consisting of one representative from PRCSA-Administrative Services, <br />one from Planning and Building, and one from the Community Development Agency reviewed <br />and rated the proposals. The proposals were evaluated according to the criteria listed in the <br />RFP, which included firm/team experience, relevant project experience, understanding of need, <br />schedule and fee.
