FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Houston & <br />Harris PCS, Inc., subject to nonsubstantive changes approved by the City Manager and City <br />Attorney, to provide closed circuit television inspections of sanitary sewer services, for a three- <br />year period beginning August 16, 2017, and expiring August 15, 2020, with a provision for one <br />two-year renewal option exercisable by the City Manager and City Attorney, in an amount not to <br />exceed $400,000 per year. <br />DISCUSSION <br />The City of Santa Ana sanitary sewer collection system is comprised of approximately 390 miles <br />of sewer main, 2 sewer lift stations, 48,500 sewer laterals, and 8,000 sewer manholes that are <br />used to convey all sewer effluent from the city into the Orange County Sanitation District system. <br />In accordance with the City's Sewer System Management Plan and the State's Waste Discharge <br />Requirements, the City must inspect assets and maintain the sanitary sewer system in good <br />repair. <br />Closed circuit television (CCTV) technology is used to assess the condition of sewer main and <br />sewer manholes, and identify infrastructure system deficiencies. In the past, the City has utilized <br />consulting firms to provide CCTV inspection of sanitary sewer services. The proposed contract for <br />sewer CCN inspection will provide inspection of approximately 71 miles of pipeline per year. <br />A Request for Proposals for CCTV inspection of sanitary sewer services was advertised on May <br />25, 2017, on the City's online bid management and publication system. Six proposals were <br />received and evaluated by a selection committee. All firms scored above the minimum <br />acceptable score of 70.
