Estimated Financial Investment <br />- EstimatedYperational Costs <br />CITY <br />COUNCIL <br />OPTION <br />ASSESSMEN <br />T CRITERIA <br />CITY COUNCIL <br />PRIORITY RANKING <br />■ <br />Santa Ana City Council to rank Option Assessment Criteria <br />for each of the Reuse Option Plans presented. <br />The following spoke on the matter: <br />• Madeleine Spencer, opposed to use of facility as jail; study should consider <br />funding generating options. <br />• Roberto Herrera, opposed to detention center and criminalization of <br />residents; model should offer reentry and social services. <br />• Jan Meslin, Director of Social Change Development for Civic Community <br />Initiatives for Visiting Immigrants In Confinement; national non-profit that <br />supports abolishing the US immigration detention system; opined that full <br />study should be considered before a temporary decision approved. <br />• Faby Jacome, Program Coordinator for Orange County Immigrant Youth <br />United, opposed to short term agreement with US Marshal's; encouraged <br />postponing decision and community input. <br />• Daisy Ramirez, Jails Project Coordinator of the American Civil Liberties <br />Union "ACLU" of Southern California; spoke in opposition to Agenda Items <br />65A and 65C, opined that findings assessments were inadequate and <br />deficiencies that cannot be properly assessed by consultant and makes <br />CITY COUNCIL MINUTES 18 AUGUST 1, 2017 <br />10A-18 <br />
