PROCLAMATION presented by COUNCILMEMBER VILLEGAS to Maria Fierro and Kerith <br />Dilley for their work on an initiative to establish support for domestic violence services in <br />Orange County. <br />CLOSED SESSION REPORT - See item 19A for any reportable actions <br />PUBLIC COMMENTS <br />• Richard Garcia, spoke on Agenda Item 11B, proposed staff draft an ordinance be <br />prepared after meeting with vendors — option to include weekend food event among other <br />concessions. <br />• Carmen, also spoke on Agenda Item 11 B, overall concerned with lack of regulations. <br />o Councilmember Sarmiento, requested that issues brought forth by speaker be <br />addressed and discussed in revised ordinance; reconcile with brick and mortar <br />businesses. <br />• David Carbajal, spoke on Agenda Item 23A, opposed to displacement of residents and <br />businesses of proposed project. <br />• Gil Salmon, addressed the City Council on Agenda Item 23A, commented on traffic <br />calming; important to create safe crossing zones; also Vision Plan needs to include bicycle <br />infrastructure and neighborhood parks. <br />• Gaby Hernandez, opposed to Vision Plan and constructing multi-level businesses - <br />currently single story buildings with mom and pop businesses, as proposed through <br />Agenda Item 23A. <br />• Alan Woo, member of Artesia Pilar Neighborhood Association, supports Agenda item 29A; <br />funding used for gang diversion and beautification efforts. <br />CONSENT CALENDAR ITEMS <br />MOTION: Approve staff recommendations on the following Consent Calendar <br />items 10A through 29A, with the following modifications: <br />• Mayor Pro Tem Martinez, pulled Agenda Items 11A, 11B, 19D, 19E, 19F and 23A <br />for separate action. <br />MOTION: Sarmiento <br />VOTE: AYES: <br />NOES: <br />ABSTAIN: <br />ABSENT: <br />SECOND: Solorio <br />Martinez, Pulido, Sarmiento, Solorio, Villegas (5) <br />None (0) <br />None (0) <br />Benavides, Tinajero (2) <br />CITY COUNCIL MINUTES 4 AUGUST 1, 2017 <br />10A-4 <br />
