Well #32 Rehabilitation Engineering Services <br />Tetra Tech anticipates preparation of an Initial <br />Study (IS)/Proposed Mitigated Negative Declaration <br />(MND) for the Water Well #32 Project as stated <br />in the RFP and per the Public Resources Code <br />Section 21080(c) and CEQA Guidelines Section <br />15070. <br />The scope of work to prepare the IS/MND follows. <br />Technical studies for air quality/greenhouse gas <br />and noise are included, as well as a biological <br />resources letter report, and responses to agency <br />and public comments. The five tasks in the scope <br />of work are as follows: <br />Task 1. Project Initiation and Organization. <br />Tetra Tech will perform a site visit, review project <br />plans and reference materials, assess additional <br />data requirements, and attend a kick off meeting <br />for the environmental analysis effort associated <br />with obtaining the required CEQA clearance for the <br />Water Well#32 Project per the RFP. <br />Task 2. Prepare Project Description. Based <br />upon the site visit and review of project and <br />reference materials, a draft project description for <br />the project with supporting Site Plan exhibit will be <br />prepared for review by the project team to confirm <br />its accuracy and completeness. The finalized <br />project description and Site Plan will form the basis <br />for the environmental documentation. <br />Task 3. Prepare and Submit Administrative <br />Draft IS/MND. A complete Initial Study (IS)/ <br />Proposed MND will be prepared, using the CEQA <br />checklist, It Is anticipated that the following <br />technical studies will be required to support the IS/ <br />MND: 1) a construction -phase technical analysis for <br />fugitive dust and greenhouse gas emissions; and <br />2) a construction -phase noise impact assessment. <br />A brief biological resources letter report will also be <br />prepared. Tetra Tech will attend one meeting at the <br />City of Santa Ana to go over City comments on the <br />Administrative Draft IS/MND. Three hard copies <br />and electronic PDF files of the Administrative Draft <br />IS/MND will be submitted to the City of Santa Ana. <br />Task 4. Prepare Revisions, Produce, and <br />Circulate Draft IS/MND. Revisions to the <br />Administrative Draft IS/MND will be made in <br />response to one set of comments by City Staff. <br />Three hard copies and electronic PDF files of the <br />Draft IS/MNDwill be provided to the City, A one - <br />page summary of the document will also be provided <br />for use in newspaper advertisements and public <br />notification efforts by City Staff. It is assumed that <br />the City will prepare the distribution list for public <br />distribution of the IS/MND (with Tetra Tech input), <br />and be responsible for the posting of all required <br />notices, <br />Task 5. Prepare Draft Responses to Public <br />Comments, and Compile and Submit Final <br />IS/MND. Immediately following the end of the <br />public review period; Tetra Tech will prepare <br />written responses to any comments received on <br />the environmental document. For the purpose of <br />estimating cost for this task; It is assumed that no <br />new analysis or substantive changes to the existing <br />analysis in the IS/MND will be necessary, and that <br />the collective responses can be prepared within a <br />maximum 12 hours by technical staff. If the volume <br />of comments either exceed the predicted amount, or <br />are less than predicted, this cost item would need to <br />be adjusted. Ms. Johnson will attend one. meeting at <br />the City of Santa Ana to go over City comments on <br />the Draft Responses to Public Comments, and one <br />City of Santa Ana public hearing for adoption of the <br />MND. Three hard copies and electronic PDF files of <br />the Administrative Final IS/MND will be Submitted to <br />the City. <br />The Final IS/MND will be completed following any <br />comments by City Staff. Five hard copies and <br />electronic PDF files of the Final IS/MND will be <br />provided to City Staff. <br />Upon receiving comments from the Project Manager, <br />Tetra Tech will incorporate all appropriate and <br />agreed upon comments and submit the final Basis <br />of Design Report, The final submittal of the Basis of <br />Design Report shall include five (5) hard copies and <br />one bound accordingly and one (1) electronic copy <br />and shall be delivered to the Project Manager. <br />
