Catalogue all existing controls hardware <br />and provide recommendations for enhancement <br />and standardization of hardware where applicable <br />based on currently available technologies and <br />industry best practices. Due to John Garthe Pump <br />Station keeping the existing MCC unit, assume that <br />90% of the time for the audit be dedicated to John <br />Garthe Pump Station, It is anticipated that 60 hours <br />of site visitation time will be needed for this task. <br />Existing Conditions <br />Evaluate the condition of existing PLC <br />racks, UO modules, field wiring and backup <br />power supplies. Provide a summary of <br />assessment findings and recommendations for <br />enhancement. <br />2. Prepare an "Instrument Database" (master <br />equipment list) cataloging all existing hardware <br />and configuration details for the site. The format <br />and fields of this database shall be developed <br />in collaboration with the City Water Production <br />Team. <br />3. Create an 1(0 database to catalogue all system <br />1/0 and communications, which shall include <br />summaries of the use and function of each. <br />The database shall be provided in a Form easily <br />integrated with an SQL database. The format <br />and fields shall be developed in collaboration <br />with the City Water Production Team. The type <br />Of 1/0 captured in this database shall include, <br />but not be limited to, PLCs, local and remote <br />HMIs, remote 1/0 modules, radio transmitter <br />modems, backup power, wiring and termination <br />blocks. <br />4. Provide recommendations for control hardware <br />upgrades and standardization.. These <br />recommendations will be used for the new <br />panel designs. <br />5. Verify existing field wiring to determine where <br />re -integration with the new main RTU panel at <br />Garthe Pump Station needs to occur. Extent of <br />field investigation shall be sufficient to design <br />the new RTU panel and understand all existing <br />field wiring and circuitry. <br />Conduct"Site Operations" work sessions with <br />the City Water Production Team to develop <br />standard automated operating procedures for <br />the Well #32 operation and John Garthe Pump <br />Station. Enhance existing operational practices <br />based upon new capabilities or functionality of <br />technology; recommend corrections to current <br />deficiencies, recommend improvements, as well as <br />enhance reporting, monitoring and system controls <br />capabilities. We have planned for a minimum of five <br />(5) work sessions (4 hours each) with City Staff to <br />develop these procedures and panel design. <br />Develop detailed understanding of the <br />facilities' operational function including all <br />equipment, controls, instrumentation, and <br />communication systems. Research as <br />necessary to fully understand the capabilities <br />and limitation of the station in its current <br />operational configuration. <br />2. Provide a "Site Operations" summary of current <br />operating procedures based upon findings/ <br />results of these work sessions. <br />
