that position, when the occupier of that position is not performing the duties of that <br />position for a period of two (2) consecutive calendar weeks or more. An employee <br />filling a position under this section who is absent for two (2) days or less during the <br />two (2) consecutive calendar week period will not lose his or her eligibility for <br />Temporary Upgrade Assignment Pay; however, the days of absence shall not be <br />counted in the computation of the two week period. <br />In computing qualifying service or temporary upgrade assignment pay only full <br />days of actual duty shall be included. Partial days shall not be combined to make <br />full days unless they are holiday hours. Holiday time off will be included in <br />computing actual duty days, <br />Employees holding the position immediately subordinate to the vacant, full-time, <br />budgeted, higher-level position to be filled shall be given first consideration to said <br />position consistent with the operational needs of the department. When there is <br />more than one (1) employee holding the position immediately subordinate to the <br />vacant, full-time, budgeted, higher-level position to be filled, the most senior <br />employee holding one of the immediately subordinate positions shall be assigned <br />to said position consistent with the operational needs of the deparmnent. <br />Non -permanent employees (probationary, part-time, seasonal, etc.) and employees <br />performing work above their regular class in a training capacity shall not be <br />assigned to a vacant, full-time, budgeted, higher-level position in accordance with <br />this section unless specifically authorized by the City Manager. <br />B. Compensation. <br />After an ernployee has served two (2) consecutive calendar weeks in a, <br />vacant, full -tune, budgeted, higher-level position, he shall be compensated <br />at the Temporary Upgrade Assignment Pay rate for each full day that he is <br />assigned to the higher-level position, retroactive to the first (151) day of said <br />assignment. <br />An employee serving in a Temporary Upgrade Assignment will be paid a <br />temporary assignment pay premium at a rate set ten (10) salary rate ranges <br />(approximately 5%) above their then current base monthly salary step. <br />An employee assigned to a vacant, full-time budgeted, higher-level position <br />not represented by this bargaining unit will retain all fringe benefits afforded <br />to members of this bargaining unit, if the employee remains eligible for such <br />pay while in the temporary assignment, in accordance with this MOU, but <br />will not be eligible for any benefits afforded to members of the bargaining <br />unit for the position to which he or she is temporarily assigned. <br />4. An employee assigned to a vacant, full-time, budgeted,, higher-level <br />position will continue to accrue, and have recorded, general, special, or <br />normal salary step increases in the employee's permanent position; <br />18 <br />
