Exhibit A <br />- Appendix <br />ATTACHMENT 1 <br />SCOPE OF WORK <br />CITY OF SANTA ANA <br />REQUEST FOR PROPOSALS <br />FOR <br />SPILL RESPONSE AND <br />STORM DRAIN FACILITY CLEANING <br />RFP NO. 16-144 <br />A. INTRODUCTION AND BACKGROUND: <br />The City desires to engage qualified firms to detect, respond, investigate, and eliminate illegal and prohibited <br />discharges of pollutants, and to maintain and clean the City's storm drain infrastructure. <br />The City of Santa Ana implements a comprehensive program for detecting, responding, investigating and <br />eliminating illegal and prohibited discharges of pollutants. The program establishes a process t1trough which <br />discharges are actively detected and eliminated. In order to be effective, the program has been integrated with <br />the municipal, industrial/commercial, residential and construction inspection programs, so that if a discharge is <br />discovered during an inspection it can be property addressed and eliminated. Discharges are also reported by <br />residents, other local agencies and various departments within the City. Discharges that are discovered as a <br />result of these integrated efforts will be addressed through this agreement, specifically the clean-up element. <br />The main objective in the clean-up operation is to restore the impacted area back to its original state (to the <br />maximum extent practicable) and prevent further environmental degradation. It is important that the clean-up is <br />completed in a timely and cost-effective manner. <br />The work to be performed pursuant to this agreement consists of both scheduled and as needed inspection and <br />cleaning of storm drain facilities (Catch Basins, Storm Drain Inlets, Parkway Culverts, Open Channels, etc.). <br />The scheduled inspections will be performed annually during Dry Season (May 1 β September 30) and monthly <br />during Storm Season (October I β April 30) or as directed after significant storm events. During the Storm <br />Season, cleaning of the Catch Basins with Inserts (Automatic Retractable Screens (ARS) and/or Connector <br />Pipe Screens (CPS)) will be required when they are filled to 40 percent capacity and all other Catch Basins will <br />be cleaned as needed. On an annual basis, 80 percent of all storm drain facilities shall be cleaned and <br />maintained and 100 percent biennial. The City has 1535 Catch Basins, of which, approximately 48% have been <br />retrofitted with Inserts, The actual number of contractors to be selected will depend on the availability of <br />qualified firms, evidenced by the proposal process. <br />B.
