REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 5, 2017 <br />TITLE: <br />PUBLIC HEARING —ZONING ORDINANCE <br />AMENDMENT NO. 2016-03 TO AMEND <br />CERTAIN SECTIONS OF CHAPTER 41 OF <br />THE SANTA ANA MUNICIPAL CODE — <br />CITY OF SANTA ANA, APPLICANT <br />{STRATEGIC PLAN NO. <br />CITY N16PAGgk <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1a Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt an ordinance approving Zoning Ordinance Amendment No. 2016-03. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on March 13, 2017, the Planning Commission recommended that the City <br />Council adopt an ordinance approving Zoning Ordinance Amendment No. 2016-03 to amend <br />various sections of Chapter 41 of the Santa Ana Municipal Code (SAMC) pertaining to two-family <br />residences, site plan review, development project approval, off-street parking and other <br />administrative items. The Planning Commission recommended adoption of the proposed zoning <br />ordinance amendments as shown in the attached staff report (Exhibit A). <br />DESCRIPTION <br />Staff is proposing to amend several sections of Chapter 41 of the SAMC to streamline certain permit <br />processes, clarify and revise certain standards, comply with changes in state and federal laws, and <br />respond to current economic trends. <br />The following provides a brief summary of the recommended solutions to the ten key areas of <br />concerns identified by the Planning Division Staff and the public: <br />Wireless Facilities Sec. 41-198.13 - Currently, conditional use permits for wireless facilities are <br />valid for five years. The amendment increases the time period to ten years in order to be in <br />compliance with determinations made by the Federal Communication Commission (FCC). This <br />action will also reduce unnecessary processing time to the wireless industry. <br />75A-1 <br />
