Amendment to Fiscal Year 2017/18 CIP <br />September 5, 2017 <br />Page 2 <br />include street names, limits of work, estimated completion date and useful life, and be submitted <br />to the CTC (Exhibit 1). <br />In anticipation of the City receiving its allocation of RMRA funds, staff identified RMRA funding for <br />the Sustainable Mobility and Roadway Transformation (SMaRT) Project in the Fiscal Year <br />2017/18 Capital Improvement Program (CIP), based on California Department of Finance <br />January 11, 2017, estimate of $1,977,580. A revised estimate of $1,937,587 was subsequently <br />published on May 11, 2017. The recommended CIP amendment will reduce the budgeted CIP <br />allocation by $39,993, and adopt the list of specific projects that comprise the SMaRT Project, to <br />meet the reporting requirements of this new funding source. <br />The Bristol Street and Memory Lane Intersection Improvements Project was approved in the <br />Fiscal Year 2017/18 CIP. Several minor design modifications north of the Memory Lane <br />intersection have resulted in the need for additional California Environmental Quality Act (CEQA) <br />review and approval. An additional $40,000 is needed to prepare the necessary environmental <br />clearance documents for an addendum to the Bristol Street Final Environmental Impact <br />Statement/Environmental Impact Report (FEIS/EIR No. 89-01). Staff is requesting approval to <br />appropriate these funds from the Transportation System Improvement Area F fund balance and <br />amend the FY 2017/18 CIP accordingly. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (Establish and Maintain a Community Investment Plan for All City <br />Assets), Strategy G (Develop and Implement the City's Capital Improvement Program in <br />Coordination with the Community Investment and Deferred Maintenance Plans). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />The FY 2017/18 CIP budget was prepared using the January 11, 2017, California Department of <br />Finance RMRA estimate of $1,977,580. A revised estimate of $1,937,587 was subsequently <br />published on May 11, 2017. The requested appropriation adjustment will decrease the FY <br />2017/18 CIP RMRA allocation by $39,993 in the Special Gas Tax Fund revenue account (No. <br />02917002-52321) and facilitate an interfund budgetary reduction of expenditure allocation from <br />the Special Gas Tax Interfund Transfer Account (No. 02917019-68000-059) to the Select Street <br />Construction RMRA revenue account (No. 05917002-59000-029) and Select Street Construction <br />RMRA expenditure account (No. 05917665-66220) to match the California Department of <br />Finance revised estimate. <br />To cover the additional costs of preparing the CEQA Addendum for the Bristol Street and <br />Memory Lane Intersection Improvements Project, an Appropriation Adjustment is requested to <br />20B-2 <br />
