goals for the utilization of local small business enterprises. The Parties shall jointly endeavor to <br />assure that these commitments are fully met, and that any provisions of this Agreement which <br />may appear to interfere with local small business enterprises successfully bidding for work <br />within the scope of this Agreement shall be carefully reviewed, and adjustments made as may be <br />appropriate and agreed upon among the Parties, to ensure full compliance with the spirit and <br />letter of the City's policies and commitment to its goals for the significant utilization of local <br />small businesses as direct Contractors or suppliers for Project Work. <br />Section 3.5 Employment of City Residents <br />3.5.1 The Unions and Contractors agree that, to the extent allowed by law, and as long <br />as they possess the requisite skills and qualifications, the Unions will exert their best efforts to <br />refer and/or recruit sufficient numbers of skilled craft "Local Residents" as defined herein, as <br />well as Veterans, to fulfill the requirements of the Employers. In recognition of the fact that the <br />City and the communities surrounding Project Work will be impacted by the construction of the <br />Project Work, the parties agree to support the hiring of workers from the residents of these <br />surrounding areas, as well as Veterans, for Project Work. Towards that end, the Unions shall <br />exert their best efforts to encourage and provide referrals and utilization of qualified workers <br />residing in those U. S. Postal Service zip codes which overlap all of the City of Santa Ana, as set <br />forth in "Attachment B" attached hereto, as well as Veterans, regardless of where they reside. If <br />the Unions cannot provide the Contractors in the attainment of a sufficient number of Veterans <br />and Local Residents from within the first tier zip codes, the Unions shall exert their best efforts <br />to then recruit and identify for referral Local Residents residing within Orange Comity. <br />3.5.2 A goal of 30% of the total work hours shall be performed from workers residing <br />within the areas described in Section 3.5.1, as well as Veterans, regardless of where they reside. <br />3.5.3 The Unions agree to support the operation of pre -apprentice referral programs in <br />the City. Further, the Unions agree to place on their referral roles or in their apprentice training <br />programs, as appropriate and needed, qualified persons sent to them by designated City <br />organizations or other organizations working with the City to increase construction industry <br />work opportunities for City residents. <br />Section 3.6 Requirements on Contractors To facilitate the dispatch of Local Residents and <br />Veterans, all Contractors will be required to utilize the Craft Employee Request Form whenever <br />they are requesting the referral of any employee from a Union referral list for any Covered <br />Project, a sample of which is attached as "Attachment C." When Local Residents and Veterans <br />are requested by the Employers, the Unions will refer such workers regardless of their place in <br />the Unions' hiring halls' list and normal referral procedures. <br />Section 3.7 Helmets to Hardhats The Contractors and the Unions recognize a desire to <br />facilitate the entry into the building and construction trades of Veterans who are interested in <br />careers in the building and construction industry. The Contractors and Unions agree to utilize the <br />services of non-profit Veterans support organizations, including but not limited to, the Center for <br />Military Recruitment, Assessment and Veterans Employment (hereinafter "Center") and the <br />Center's "Helmets to Hardhats" program to serve as a resource for preliminary orientation, <br />Final Draft Community Workforce Agreement <br />6.22.17 10 City of Santa Ana <br />
