Aftarhrrient 3-8: Understanding of Need <br />PROJECT UNDERSTANDING <br />The City of Santa Ana leased approximately 2.6 acres within Centennial Park to <br />the Rancho Santiago Community College District (RSCCD) for the purpose of <br />building and operating a Career Education Center consistent with the park deed <br />�.,__._____--._...�.�....._ ..._-__..-.._...... ._._.__-__._.._-_.._.-.__restrictions-•The-original-F30-year agreement-expired,-and-because-RSCCD-did--------------_ <br />_. -- t -- - - - -- -e -_. — -- ----- ---- -- <br />notfully satisfy its duties under the agreement, the Nat9onal Park Service (NPS), <br />agreed to extend the agreement for only 5 years. In order for the College to <br />continue using the site in the future, a land conversion must be approved by the <br />NPS to remove the deed condition of the 2.6 acres a nd transfer it to three vacant <br />new park sites totaling 2.89 acres. The City is seeking the assistance of a qualified <br />consulting firm to prepare a recreational value assessment of the three new sites <br />In comparison to the site at Centennial Park. <br />BACKGROUND AND APPROACH <br />PlaceWorks has the unique experience of working with the City of Santa Ana on <br />the previous Recreational Value Report for the Centennial Park land conversion <br />request submitted in 2012.Our background and knowledge in this process allows <br />us to work both more efficiently and more effectively in preparing a thorough <br />and thoughtful report. Our approach includes the following specific components. <br />HOLISTICTEAM MANAGEMENT <br />The PlaceWorks team will work with City staff to assure that the project process <br />is clearly understood and inclusive. The projectwili begin with a kick-off meeting <br />to discuss the scope of services and define the implementation process. <br />PlaceWorks will facilitate ongoing communication with City staff throughout the <br />project to make sure that all questions are answered and that deliverables are <br />received on schedule. An organized site visit will give City staff an opportunity <br />to discuss any significant design details and/or planning discussions relevant to <br />the project. The PlaceWorks team will prepare and distribute meeting notes to <br />document any Important Issues that arise during the project. <br />COMPREHENSIVE INVENTORY AND ASSESSMENT TOOLS <br />PlaceWorks proposes to lead the inventory and assessment process by <br />performing a thorough site analysis at each site. The team will utilize GIS analysis <br />tools to provide a vivid illustration of existing levels of service, with consideration <br />of demographic, socioeconomic, and other metrics, to determine if the proposed <br />park sites offer equal or greater recreational value. The team will look closely at <br />programming opportunities for each site. Utilizing current planning documents <br />and outreach findings, the team will assessthe recreational needs in surrounding <br />communities. The gathered information will be used to analyze the conceptual <br />plans for the proposed park sites and the potential park programming at the <br />Centennial Park site. <br />FINAL PRODUCT <br />The PlaceWorks team will then draft a clear, comprehensive report that distills <br />the analysis and presents a conclusion of the comparative recreational value <br />for the Centennial Park site and the three proposed replacement properties. <br />Our team prides itself on synthesizing multifaceted analyses into clear concise <br />graphic elements that capture the content of the materials. <br />36 CITY OF SANTA ANA RFP NO. 17-062 1 RECREATIONAL VALUE ASSESSMENT <br />
