An existing free-standing commercial <br />building in the shopping center further reduces visibility of <br />the subject building from Seventeenth Street. Approval of the <br />variance would assist in attracting patronage to the business <br />and improve the ability to advertise products. <br />That the granting of a variance is necessary for the preservation and <br />enjoyment of one or more substantial property rights. <br />The granting of the variance is necessary for the preservation <br />and enjoyment of substantial property rights. Additional <br />signage would help remain competitive and continually expand <br />business opportunities. Through rebranding, Smart & Final <br />Extra has expanded its goods and services. Approval of the <br />variance for the two (2) additional signs on the existing <br />building will enhance the long-term viability of the business. <br />3. That the granting of a variance will not be materially detrimental to the <br />public welfare or injurious to surrounding property. <br />The granting of the variance will not be detrimental to the <br />public or surrounding properties. The proposed signs are <br />oriented east towards the parking lot and street. The <br />illumination of proposed signs will be consistent with existing <br />signs in the center. The nearest residential uses are located <br />more than 450 feet away to the north. <br />4. That the granting of a variance will not adversely affect the General <br />Plan of the City. <br />Finally, the project will not adversely affect the General Plan <br />as the proposed signage is consistent with several goals of the <br />General Plan. Approval of the variance supports Policies 2.2 <br />and 2.13 of Goal 2 (Promote land uses which enhance the <br />City's economic and fiscal viability) and Policies 4.3, 4.4, and <br />4.5 of Goal 4 of the Land Use Element (Protect and enhance <br />development sites and districts which are unique community <br />assets that enhance the quality of life). In addition, approval of <br />the variance is consistent with the intent and purpose of Goals <br />1 and 2 of the Urban Design Element (Improve the physical <br />appearance of the City through development of districts that <br />project a sense of place, positive community image, and <br />quality environment; Improve the physical appearance of the <br />City through development that is proportional and aesthetically <br />related to its district setting). <br />Resolution No. 2017-27 <br />Page 2 of 5 <br />31A-8 <br />
